When submitting an Application, why does no 'Submit' option show up?

Please note that only the Applicant (that is, the person who created the Application in the first place) is able to submit.

The default when submitting is to save your application as draft to prevent inadvertent submission, on the final page of your application, deselect the ‘save application as draft’ option and the button should change from 'Save As Draft' to 'Submit'.
